LONDON - In a bid to dial down the intensity and tempo of casino gaming, UK regulators have proposed a minimum spin speed of 5 seconds for non-slots casino products - specifically targeting games that currently play faster than traditional slots. The Gambling Commission is also cracking down on slot-specific features that can accelerate play or give gamblers an illusory sense of control over the outcome.
The published "proposal-2-speed-of-play" document stated that the 5-second minimum spin speed "is designed to prevent settings that speed up play, to introduce a pause or 'reset' between spins, and thereby reduce the overall intensity of play." This rule would not apply to slots or poker games, but other electronic casino products that allow for rapid, continuous gameplay.
The Commission has been particularly concerned about features such as turbo, quick spin and slam stop that allow players to manually initiate or instantaneously complete a new spin, bypassing the full animation or cycle. The consultation summary from February 2021 made clear that prohibiting these "player-led spin-stop features" would be implemented.
"Our aim is to take steps which help to limit the intensity and immersiveness of some of these products, and to reduce the risk of people sustaining losses at a fast pace," the Commission wrote. "The impact of these changes should be to make the product less intensive and less immersive."
The Commission has a history of taking on accelerators. In February 2021, the regulator introduced a package of online slots protections, including a ban on features that speed up play or create an illusion of control, as well as prohibiting spin speeds faster than 2.5 seconds. Auto-play and misleading sounds or imagery that imply a win when the payback is the same or less than the stake were also outlawed. All changes needed to be adopted by online gaming companies by October 31, 2021.
Operators argued the game-changing measures overstepped the scope of previous proposals and risked disrupting funds-reel bonuses and other game features that depend on accelerating spins under certain conditions. Commenting on consultation feedback, the Commission wrote "some operators argued that player-led spin-stop features only reduced the length of the animation, and did not impact the speed of the game cycle speed."
That bandwidth was echoed in the UK government's own gambling reform white paper, published later in the same year. While not broader rules around speed of play to limit rapid losses, the government said the regulator should "consider" limiting the manifestation of immersive, high-intensity online products. Capping the number of games a player can bet on at one time was also proposed as a mitigating factor.
When polled on the matter, a plurality (62%) of respondents to the Gambling Commission's consultation agreed with the planned prohibition of player-led speed-up features as one lever to curb problem gambling. Operators contended that the ban duplicated another Commission proposal to introduce a minimum game cycle speed of 2.5 seconds, suggesting if that limit was implemented, quick spin and its ilk wouldn't be an issue.
That 2.5-second cycle speed wheel time limit, mirroring category B3 gaming machines, is now made-everyday rules as of 2021, with the UK government ascribing a variety of reforms to retailers and game makers to ensure slots players are more protected. The regulator is now considering wether synchronous play controls are necessary, and also substantiated the October 2021 changes as a success story for improved "planner protections".
The Commission continues to monitor the impacts of these reforms as it explores new controls and thwarts intensification and mobility in file. Niche tighter structural controls and slot sesame are expected to remain centre of attention in 2025, when the Commission re-consults on proposed changes to gaming machine technical standards and other issue areas.
